The purpose of this brief is to provide a snapshot of the status of community-based outreach, enrollment, utilization and retention (OEUR) services in California. This analysis aims to provide health coverage stakeholders, policy makers and implementation partners a closer view of the important role community-based enrollers play in supporting those who still remain uninsured and those who are insured but still face challenges.
